I used die cuts that are free in the Cricut Design Space subscription. The hot air balloon is from 'Everyday Pop-Up Cards'. The clouds and banner are from 'Bits and Pieces'. For the light blue background the Cuttlebug embossing folder Swiss Dots was used. And the cloud in the forefront was embossed using the Tiny Bubbles embossing folder by Cuttlebug. For the sentiment I used detail embossing powder in white. Then added some Doddlebug sequins.
I added some clear Wink of Stella to the banner and the cloud. Also, I added some line detailing to the balloon basket. The edges of the balloon, balloon basket, and clouds were inked to create some dimension. I used dimensional foam squares to pop up the hot air balloon.

The card is a standard A2 portrait size (4 1/4" x 5 1/2"). The light blue background measures 4 1/8" x 5 1/4".
The tools I use to put together delicate pieces like this banner.
Just a quick tip if using the Xyron Create-a-Sticker: use a stylus to burnish the edges around die cuts to help with adhesive placement.
